The competitive negotiation and procurement of reinforcement steel for Shandong Luqiao Group Co. Ltd Ogranak Beograd – Novi Beograd has been approved and implemented by Shandong Luqiao Group Co., Ltd. The owner of the project is Shandong Luqiao Group Co. Ltd Ogranak Beograd – Novi Beograd with self-raised funds. The investment proportion of the project is 100%, and the Purchaser is Shandong Luqiao Group Co. Ltd Ogranak Beograd – Novi Beograd. The project has met the procurement conditions, and now the procurement for this batch of reinforcement steel is under the competitive negotiation.
2. Project overview and procurement content
2.1 Project Overview:
Shandong Luqiao Group Co. Ltd Ogranak Beograd – Novi Beograd is determined to purchase a batch of reinforcement steel according to the construction needs. The procurement method is competitive negotiation procurement, and the delivery location is the construction scope of Shandong Luqiao Group Co. Ltd Ogranak Beograd – Novi Beograd.
2.2. Scope of Procurement
This procurement requires stable technical indicators of materials, the quality meets the standard and meets the requirements of the Purchaser. The Supplier shall provide supply of the product, transportation, quality assurance and after-sales services.
This purchase is divided into 2 packages. The details are as follows:

(1) The quantity listed in this table is the estimated quantity. During the execution of the Contract, the actually purchased, delivered and accepted quantity shall prevail.
(2) Supply period: from the date of signing the contract to the date agreed in the Contract.
(3) There are 2 packages that can participate in quotation and 2 packages that can be traded.
3. Qualification requirements
3.1 The Bidder is required to have:
3.1.1 Bidder is the material manufacturer or agent with independent legal personality and shall have the registration document issued by Serbian Business Registers Age, hold a valid business license, the business scope includes the production or sales of the quoted products, and shall be able to provide compliant special VAT invoices.
3.1.2 Qualification requirements
1. If the Bidder is a material manufacturer, it shall have:
(1) The registered capital shall not be less than 10 million RSD;
2. If the Bidder is a material agent, it shall have:
(1) The registered capital shall not be less than 10 million RSD;
(2) The qualified manufacturer to be represented shall: hold a valid business license, and the business scope includes the production and manufacturing of the quoted products.
3.1.3. Financial requirements: None
3.1.4. Performance requirements:
The sales performance of similar (or same) products quoted by the Bidder or the Manufacturer of the quoted products in recent two years (January 1, 2020 to the deadline for quotation) shall not be less than 2000 tons.
3.1.5. The Bidder and the Manufacturer of the quoted products have good standing business and meet the following requirements:
(1) Not in a state of being ordered to suspend business;
(2) Not in the state of property being taken over, frozen or bankrupt;
(3) There has been no fraudulent transaction, serious breach of contract or major quality problems in the last two years (from January 1, 2020 to the deadline for quotation);
(4) It has not been included in the list of serious illegal and dishonest enterprises in the National enterprise credit information publicity system by the administrative department for Industry and Commerce;
(5) The Bidder"s unit, legal representative and authorized agent (if any) have no criminal record of bribery in the last two years (January 1, 2020 to the deadline for quotation);
(6) The quotation is not restricted by other laws, regulations and rules.
3.2. Consortium quotation is not accepted for this procurement.
3.3. Affiliated enterprises with investment and equity participation relationship (including parent and subsidiary companies with direct management and managed relationship, or subsidiaries of the same parent company, or two or more legal persons whose legal representative is the same person, or there are mutual shareholding or individual shareholding among multiple companies) shall not quote for the same package at the same time, otherwise their quotation shall be rejected.
4. Acquisition of Procurement Documents
4.1. Registration time: from 09:00 January 24, 2022 to 16:00 on January 26, 2022.
4.2. 2. Acquisition method: for those who intend to participate in the quotation, please send the original enterprise business license (with official seal), identity certificate of legal representative and authorized person (with official seal) and scanned copy of power of attorney (with official seal) (with contact number) of the quotation unit to the email （ sewyxstlerwz@gmail.com ， sdhsvrsu@gmail.com ）designated by the Purchaser before 16:00 on January 26, 2022, to get the electronic procurement documents.

5. Submission of Quotation Documents
5.1. The quotation documents of the Bidder will be submitted uniformly at the quotation meeting.
The start time of submission of the quotation documents is 9:00 on February 4, 2022, and the deadline is 9:30 on February 4, 2022.
The quotation document must be submitted to the office 716 of Shandong Luqiao Group Co. Ltd Ogranak Beograd – Novi Beograd in Belgrade, before the deadline for submission.
5.2. The Purchaser shall not accept the quotation documents that are overdue or not delivered to the designated place.
5.3. The Purchaser is scheduled to hold a public reviewing at the same time and at the same address as the deadline for submission of quotation documents. The Bidder"s legal representative (or its authorized agent) is required to attend on time with valid identity certificates. The Bidder who fails to attend the negotiation meeting shall be deemed as the default evaluation result.
5.4. If by the deadline of the quotation, the number of companies which submitted quotation documents is less than 3, the procurement shall be reorganized.

6.1. This announcement will be published at the same time on Shandong High Speed Group Bidding Purchase Service Platform（ http://zb.sdhsg.com/ ）, Sunshine Procurement Service Platform (www.ygcgfw.com) and local bidding platform of Serbia（ http://www.ekapija-tenderi.com ）.
